SECI Tightens Bid Checks for 54,000-Tonne Green Ammonia Tender

What happened

SECI uploaded an amendment and clarification on 28 October 2026 for its 54,000-tonne annual green ammonia tender. Both documents carry the date 27 October. The amendment changes the SIGHT tender reference from Mode-2A-Tranche-II to Mode-2A-Tranche-I-B.

Recheck eligibility before bidding

Company documents must cover the relevant production activities. Amended clause 23.x.a requires these provisions at bid submission, including those of consortium members. Missing provisions make a bid non-responsive. The earlier text allowed the bidding company to amend its documents before signing the purchase agreement.

The clarification permits foreign entities to use equivalent documents from their jurisdiction. They must highlight provisions for green hydrogen or derivatives production, including green ammonia.

Allow for testing uncertainty

SECI/MNRE will notify detailed commissioning procedures, test protocols, parameters, and the designated testing and certification agency after award, before scheduled supply starts. Producers should allow time and cost for these requirements rather than assume the test scope is final.

For buyers and certification bodies, the clarification does not name a completed test or an approved producer. Project testing remains separate from delivered-fuel evidence.

HyGOAT implication and caveats

SCREEN readiness work should keep bid-document checks separate from GHCI gap analysis and project acceptance tests. This domestic tender amendment does not establish RFNBO export readiness.
