SECI Opens 54,000-Tonne Green Ammonia Tender for Dhule
SECI opened a SIGHT Mode 2A Tranche II tender for 54,000 tonnes of green ammonia a year to Dhule. Bidders must price delivery and check incentive and carbon-credit terms.
What happened
On 24 September 2026, SECI opened a SIGHT Mode 2A Tranche II tender for 54,000 metric tonnes of green ammonia a year. The named buyer is Madhya Bharat Agro Products Limited-III in Dhule, Maharashtra. SECI will buy from the selected producer and sell to that buyer under linked agreements.
SECI's listing showed a pre-bid meeting on 8 October 2026. It showed online bids due on 27 October and offline bids due on 29 October when reviewed on 3 October. Bidders must check the ISN-ETS portal for current dates and changes.
Why it matters
This tender gives producers a named delivery point and a ten-year purchase term to price. The producer must include storage and transport to the buyer's factory in its bid.
The RfS also changes the value case. It says SECI may own carbon credits from the project, so bidders must price supply without them. It bars two SIGHT incentives for the same output.
What changes for producers, buyers, and certifiers
- Producers must decide whether their plant, delivery route, and finance can support 54,000 tonnes a year at Dhule. They should check the tender's credit and incentive terms before pricing.
- The named buyer has a route to contracted supply if SECI awards the tender and the project delivers. This notice does not name a winning producer.
- Certifiers should plan records for hydrogen inputs, ammonia output, product quality, and each delivered lot. The RfS requires green ammonia criteria and certification for any permitted third-party supply used to cover a shortfall.
HyGOAT implication
SCREEN can test tender fit, delivery costs, and evidence gaps before a bid. GHCI gap analysis can address the hydrogen input, while certification readiness must also cover ammonia and the delivery chain. This domestic SIGHT tender does not itself establish RFNBO export readiness.
Risks and caveats
SECI can amend the RfS and dates. The tender is an invitation to bid, not an award or proof of certified output. The RfS says the ISN-ETS copy prevails if posted copies differ.
