Phelan Saldanha eSAF Project Reaches FID with Offtake Secured
South Africa said Phelan Green's Saldanha eSAF project reached final investment decision, secured an offtake, and committed $100 million in equity. Key contract and certification details remain undisclosed.
What happened
On 15 September 2026, South Africa named six projects in the first wave of its green hydrogen and Power-to-X programme.
The Presidency said Phelan Green's Saldanha electro-sustainable aviation fuel project had reached final investment decision. It also said Phelan had committed $100 million in equity, secured an offtake, and ordered major equipment.
The government expects construction to start in the first quarter of 2027. It expects the first eSAF exports in the first quarter of 2029.
Why it matters
The announcement moves one African Power-to-X project past a common barrier: the gap between a project plan and committed capital.
It also links a green hydrogen project to a named export product and an offtake. This is stronger than a memorandum or early study, though the public evidence remains incomplete.
What changes for market participants
- Developers can use the project as a test of whether equity, equipment orders, and offtake can support an African e-fuels project.
- Buyers should check the undisclosed delivery, price, volume, term, and certification conditions before treating the offtake as bankable proof.
- Certifiers will need evidence across renewable power, hydrogen production, carbon feedstock, fuel synthesis, custody, and export.
- Other projects in South Africa's first wave remain at earlier stages and should not inherit Phelan's FID status.
HyGOAT implication
Screen should score the FID, equity commitment, equipment order, and secured offtake as separate gates. It should also flag the missing buyer and contract terms.
MRV should trace renewable power, hydrogen batches, carbon origin, synthesis runs, product custody, and export records. Certification readiness should map the final market rules before making RFNBO or other product claims.
Risks and caveats
- The government did not name the offtaker or disclose contract volume, price, duration, or conditions.
- The public sources do not state which certification scheme will cover the hydrogen or eSAF.
- Construction and export dates are forecasts, not completed milestones.
- The other five first-wave projects remain at different stages, from pre-feasibility to front-end engineering design.
