Green Ammonia Buyers Alliance Plans Book-and-Claim Procurement

GMA, RMI, and 3Degrees launched a buyers alliance that will aggregate food-sector demand for green ammonia certificates. Its first pilot procurement is planned for the fourth quarter of 2026.

What happened

On 14 September 2026, the Center for Green Market Activation, RMI, and 3Degrees launched the Green Ammonia Buyers Alliance.

The alliance will pool demand from food and beverage companies. Members will buy Environmental Attribute Certificates from verified green ammonia producers through a book-and-claim system.

GMA plans the first pilot procurement for the fourth quarter of 2026. The organisers have not named the founding buyers or published final procurement terms.

Why it matters

The model lets downstream buyers support green ammonia without taking physical delivery. This could widen demand beyond direct ammonia users.

It also creates a new evidence problem. Buyers must show who created each attribute, who owned it, when it moved, and who retired it.

What changes for market participants

  • Producers may gain access to pooled demand, but they will need evidence that meets the procurement rules.
  • Buyers must keep certificate claims separate from physical product claims.
  • Certifiers and registries will need clear controls for issuance, transfer, retirement, production periods, and double counting.
  • Project teams should not treat the planned pilot as firm offtake until the alliance publishes terms and awards contracts.

HyGOAT implication

Screen should test both the production claim and the book-and-claim route. It should flag missing rules for certificate eligibility, chain of custody, retirement, and buyer claims.

MRV should link each certificate to the plant, production period, ammonia quantity, emissions boundary, owner, transfers, and final retirement. Certification readiness should keep GHCI, RFNBO, and buyer programme rules separate.

Risks and caveats

  • The organisers have not disclosed buyer names, target volumes, prices, contract length, or project eligibility rules.
  • The term "verified producer" does not yet identify a certification scheme or audit standard.
  • Environmental Attribute Certificates do not prove physical delivery to the certificate buyer.
  • The pilot may create a demand signal, but it is not yet a project award or binding offtake.
